1.0 Dental Practitioner

1.1 New Dental Officer Programme (NDOP)

This programme was introduced in 2017 as a structured programme specially developed to train new contract dental officers within one (1) year from the date of appointment. Apart from serving as the orientation platform of employment and providing exposure to officers on oral healthcare in the public service, this programme seek to provide adequate and appropriate training to officers in providing safe and quality oral healthcare services to patients.

Within this one (1) year period, the officers will undergo attachment at primary dental clinic, Oral and Maxillofacial Dental Specialist Clinics as well as Paediatric Dental Specialist Clinics in the identified hospitals.

The New Dental Officers are required to fill up the log book during this period which can be downloaded from the Oral Health Programme Ministry of Health website as follows:

Their performance will be evaluated within this NDOP period which contributes to the consideration of the officer for permanent post.


1.2 In-service Training and Continuing Professional Development (CPD)

In-service training aims towards continuous human capital development which serves as core agenda of the organisation’s and countries success. Besides, each dental officer is responsible to continuously improve their level of knowledge, skills and competencies.

    i) Continuing Professional Development

Continuing Professional Development is a systematic continuous learning programme that contributes to added knowledge, skills and experience which can improve dental officers’ professionalism in the respective fields. Each CPD activity followed and carried out entitles each dental officer to be awarded with a CPD point.

In line with Dental Act 2018, CPD point accumulation is required for Annual Practicing Certificate (APC) renewal and Temporary Practicing Certificate (TPC) to practise in Malaysia. All dental practitioners practising in Malaysia are subjected to these conditions including contract workers.

Each dental practitioner can refer to Guidelines on CPD Credit Points System for Dental Practitioners when claiming for CPD points, as reference in determining the categories and total CPD points that can be claimed. The guidelines can be accessed through this link below:


    ii) myCPD online

Monitoring the CPD points activity carried out is important to ensure quality CPD implementation with dental practitioner involvement in various CPD activity category. In relation to that, the MOH has developed an online CPD monitoring system known as myCPD. This system enables dental practitioners in the MOH to record CPD activities in the online logbook and claim CPD points based on the categories. The website can be accessed through this link:


iii) Public Service e-Learning (EPSA)

EPSA is a web portal that offers online courses with variety of categories and specific fields for public servants. EPSA is an initiative of the government and Institute Tadbiran Awam Negara (INTAN) to promote information and communication technology (ICT) usage among the public servants for continuous learning and improving chances and access to knowledge and lifetime continuous learning. 1.3 Study Leave and Sponsorship

MOH dental officers and specialists who fulfil the conditions may apply study leave whether sponsored or self-sponsored for competency development and career advancement to undergo post-graduate / Doctorate (PhD) / Area of Special Interest. The study leave categories available for dental officer scheme are as follows:

1. Fully-paid Study Leave with Federal Training Scholarship for local and overseas courses (for areas of dental specialty not offered locally); OR

2. Fully-paid Study Leave without Federal Training Scholarship for local and overseas courses; OR

3. Unpaid Study Leave

The study leave application must be submitted to the Training Management Division, MOH. Further details regarding general guidelines on study leave is available at the Training Management Division, MOH website at http://latihan.moh.gov.my/.

Besides the Federal Training Scholarship, the MOH dental officers/ specialist may apply external scholarships / sponsorships such as state government scholarship and education fund from Majlis Amanah Rakyat (MARA).

1.4 Gazzettement of Dental Specialist

Dental officers in the MOH with recognised post-graduate qualification need to be gazzetted as dental specialists in accordance to the Order 27 Chapter F of the General Orders.

2.0 Dental Auxiliary

Dental auxiliary comprises of Dental Surgery Assistant, Dental Therapist and Dental Technologist. Dental auxiliary training is divided into i) pre-service (basic) training and ii) post-basic training.

    i) Pre-service / basic training

Training Management Division MOH is responsible for the training of dental auxiliary which is provided by Training Institute Ministry of Health Malaysia (ILKKM). Courses offered are advertised by the Public Service Commission Malaysia as:

  • Latihan Separa Perubatan - Sijil Pembantu Pembedahan Pergigian (certificate level)
  • Latihan Separa Perubatan - Diploma Juruterapi Pergigian (diploma level)
  • Latihan Separa Perubatan - Diploma Juruteknologi Pergigian (diploma level)

    ii) Post-basic Training

Dental Therapist and Dental Technologist who are interested can apply to undergo post-basic training according to the field offered in the current year.
